National level

SPARE is directed towards spreading the idea and methods of energy efficiency in the whole society. Therefore SPAREs national coordinators work to establish the project at the highest level. The national coordinators establish contacts with the ministries of Education, and where it is possible ensure joint activity and the ministries involvement in distribution of the project. Another institution that SPARE coordinators work with at national level is Institution for retraining of teachers, which has given a very good result in some countries (more from Ukraine, Russia and Uzbekistan about cooperation with Institutions for retraining of teachers).

As one of the first steps of the project, the national coordinators translate and adapt the SPARE educational materials for national conditions. Where it is possible, they seek to get a ministerial approval or recommendation for the material. Another important step is to produce a national addition to the educational material, which goes deeper into the energy history, peculiarities of the country, national programmes on EE and RE, and so on. Please take a closer look at the educational materials in the different countries: Ukraine, Moldova/Romania, Belarus, Azerbaijan, Armenia, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan.

Besides cooperation with authorities and production and distribution of materials on national level, the SPARE coordinators arrange national events, like conferences for all SPARE participants (example from Kazakhstan 2004), national and regional competitions for kids, they ensure informational activities for the project, like contact with mass media etc.

Many coordinators establish around themselves a network of other organisations that help in the distribution of the work. This is very useful where the country is very big, or where the infrastructure is poor developed. It is a great help for distribution of the project in the regions if the national coordinator manage to get a letter of recommendation for the SPARE project from educational authorities.

SPARE is directed towards practical implementation of energy saving measures. The SPARE coordinators therefore establish contacts with other relevant institutes and structures on national level, engaged in the same directions.

SPARE can give many spin-off effects on national level. In Kyrgyzstan the national coordinator has used SPARE as a basis to establish a big national project on distribution of solar collectors for heating of warm water for household needs. Self-construction courses will be held in many villages, with a close cooperation with SPARE schools.
